There would be a considerable loss of fees to the

Foreign Office Department. Incidentally also there would be

a serious diminution of income to His Majesty's Consuls at

emigration ports, the fees retained from Emigration Fees

being of an appreciable amount.

(4) As direct emigration from South China to the Straits

Settlements does not touch Hongkong from any point of view,

suggestions of alteration in any existing arranger ents, if

considered necessary or desirable, would come more suitably

from the Government concerned, 1.e. that of the Straits

Settlements.
